Agglomeration Autonomous entity under public law responsible for certain areas of competence for the nineteen communes of Brussels between 1971 and 1989. Its areas of competence were taken over by the Brussels-Capital Region. |

ARP The Agence régionale pour la propreté, the body responsible for keeping the region clean and tidy, better known to the general public by the name Bruxelles-Propreté, is an industrial public company reponsible for collecting and processing waste for the Region. Its is under the direct authority of the Government of the Brussels-Capital Region and in particular the minister responsible for this aspect of government. Legal basis: Order of 19 July 1990 creating the Agence régionale pour la propreté (Moniteur belge - the Belgian official journal - of 25 September 1990).

Brufonds Acronym standing for Fonds bruxellois de garantie, a joint venture comprising the SRIB and the Participation Fund, which since 1 July 2003 has been responsible for the operational management of the Guarantee Fund. The Fund is intended to facilitate access by SMEs to credit for professional purposes. Its aim, under certain conditions, is to make up for the inadequancy of the guarantees provided by SMEs and self-employed workers applying for credit. |

Bruocsella Name of the small Carolingian settlement established in the valley of the Senne, and the origin of the modern-day name of Brussels. According to the etimology, "broek" in Flemish means "marsh". In Celtic "bruoc" was the term used to refer to the vegetation in the marshes and "sella" meant "chapel". |

Brusoc BRUSOC is a subsidiary of the Société Régionale d'Investissement de Bruxelles (SIRB), the Brussels Regional Investment Company. Its mission is to support the social and integration economy by financing and supporting economic projects. Using a variety of financial instruments, including micro-credit, start-up funds and subordinated loans, BRUSOC focuses on natural persons and legal entities and on commercial or associative social economy projects. All the projects jointly financed by BRUSOC benefit from personalised support throughout the intervention period and specific management assistance. |

Brussels Environment - IBGE/BIM Brussels Environment - IBGE/BIM is the administration responsible for the environment and energy in the Brussels-Capital Region. It was set up as a body for research, planning and advice, but it also undertakes a supervisory and monitoring role as regards the environment.

Brussels Regional Parliament The Brussels Parliament, officially known as the Regional Council, is the regional legislative authority in Brussels. Its members are elected by the people of Brussels every five years. The Regional Council legislates by orders (in the other regions, the legislative instruments are known as decrees). The Council elects the regional governments.

Brustart Subsidiary of the Société Régionale d'Investissement de Bruxelles (SIRB) the Brussels Regional Investment Company, responsible for providing support for young SMEs in the Brussels region, usually S.A.s or S.P.R.L.s, which are just starting up or have been in business for less than five years. Brustart acts as a finanical partner and coach for young SMEs, helping these busineses to find funds to finance their projects either by taking a minority holding or by granting a loan. Companies whose projects are co-financed by Brustart benefit from strategic support throughout the intervention period, as well as specific management assistance. |

Chemins de la Ville Project for the development of public areas consisting of five routes covering a total of almost six kilometres of public highways, mainly within the Brussels area. These routes cover public highways as well as a number of the main squares and locations in the urban fabric of Brussels. The project's main aim is to provide a structured and coherent overall idea of the routes and to enhance the image of Brussels, particularly by improving the link between the uptown and downtown areas. The "Chemins de la Ville" is one of eleven major regional projects designed to improve facilities for pedestrians. |

Cleanliness Plan On 11 March 1999, the Brussels Region adopted its "Regional cleanliness plan", giving the Agence Bruxelles-Propreté a leading coordination role for its application. The Cleanliness Plan gave rise to "cleanliness contracts" signed between the Region and the 19 communes. These contracts define and optimise the tasks of each of the administrations as regards cleanliness.

Federal - Community - Regions consultation committee The Consultation Committee for the Federal Government and the Regional and Community Governments is responsible for preventing conflicts of interest between the federal authorities and those of the various federated enetities. It consists of representatives from the executives of each of the levels of authority concerned. |

Permanent Representation The Brussels-Capital Region has its own Representation at the Permanent Representation of Belgium to the European Union. Its role is to defend the interests of the Region and its citizens and to act as an interface between the European institutions and the Brussels-Capital Region.

Pollumeter The pollumeter is a device developed by Brussels Environment - IBGE-BIM that indicates the quality of the air in the Brussels Region. Thirteen stations measuring air pollution are scattered around the territory of the Region and run by the Laboratoire de Recherche en Environnement (LRE - the environmental research laboratory). The pollumeter can be consulted by telephone, 24 hours a day, by means of an aswering machine (02/775 75 99 for the message in French and 02/775 75 98 for the message in Dutch), on the Internet (Website of Brussels Environment - IBGE-BIM : www.brusselsenvironment.be), and on the display panels found alongside the key roads leading and out of the Region and near the main roads in the Region.

Having been modified further to remarks made on the basis of a public inquiry, the third "waste plan" was adopted on 27 November 2003 and will run for a five-year period from 2003 to 2007.

Zip Acronym standing for Zone interpolices or interpolice zones, more commonly known as 'police zones'. The interpolice zones are the result of the reform of the police force and the grouping together since 1 January 2002 of the various commune-based police forces into larger territorial units. In the Brussels region, six police zones have replaced the 19 commune-based police forces.
